Many of the new frame pump and convertible pumps (smaller than a frame pump  
but with a foot tab which can be used like a floor pump both do a better job 
of  inflation than a compact pump.  Also many of the new ones come with  gauges.
 
I learned the "tree trick" many years ago.  When pumping push the end  of the 
pump behind the stem against a tree, phone pole or even the curb.   This 
gives you something sturdy to push against and you can then get the tire  closer 
to full pressure.
