I would like to refer everyone to the PENNSYLVANIA BICYCLE DRIVER'S 
MANUAL, Pendot publication no.380, which contains relevant sections of 
the vehicle code and an excellent section by John S. Allen "Street 
Smarts" "Bicycling's Traffic Survival Guide" which you can download from 
www.dot.state.pa.us- click on "Special Interest" then click on "Bicycle 
Information".
I has almost all the answers.
