looks to me like this is copyrighted by microsoft.  I wouldn't be surprised if they're hooked into other technology.  There also seems to be a French company involved.  I clicked on the about section etc. at the bottom.

I just came across a helpful web site HTTP://local.live.com, click on traffic and zoom into the Delaware Valley.  It shows all accidents and disabled cars as well as current speeds.  I guess this is how our tax money is being spent.
