[DVBC] Brandywine Tour routes okay

I just got back from checking some of the roads along the Brandywine.
Although the river was high, I didn't find any flooded roads. I did find a
downed telephone pole and tree across Creek Road south of Route 1, but I
can route around that tomorrow morning if PECO hasn't removed them.

So the Tour is definitely on for tomorrow. Hope to see everyone bright and
early.
