I don't know what they cost. I asked Frank Havnoonian about that once.
"Frank. Do you use a torque wrench when tightening screws and bolts on a
bike?" " No David, I just turn it until it breaks. The next time, I
don't turn it so hard."

Sears is one of the cheapest if you want good tools and they have an
