B. Agitation would increase the surface area of the liquid, accelerating heat transfer, causing it to freeze faster.

I would like to propose that physics had nothing to do with it.
I think it was Bob's fast and smooth riding form that made his freeze
first.
If you ride smoother with less agitation of the water it will freeze
faster.
